Universal cover in the Spanish public health service came into effect on January 1st 2012 which means that people who had no free health cover in Spain will receive it under the new General Health Law.
The previous 1986 legislation was based on whether social security payments had been made and the patient’s employment situation, which never made sense as the health service is financed by taxation income and not social security in Spain.
Among those who have had no health care are around 40,000 long term unemployed as after a health card is cancelled it is impossible to use the public health services or prescription service.
Also in some regions foreign residents who were recently registered on the Padron had to wait as long as six months to obtain health care, but now they will obtain it under the same conditions as the Spanish.
